Jail Evacuation Planning and Implementation Course (AWR-183)

The Jail Evacuation Planning and Implementation course presented by the National Sheriffs’ Association and funded by the  U. S. Department of Homeland Security is designed to address the needs of small and large jails in rural and urban jurisdictions, preparing them to evacuate their facility in the event of any disastrous event. The program assists jail commanders and staff as they plan for the controlled but expedient departure of all staff, visitors and inmates from the jail. It trains jail administrators to develop procedures and plans, which supports their efforts to defend any legal challenges and obtain whatever reimbursement funding that becomes available. The program has provided the first WMD and all-hazard planning and information material to be obtained by some jurisdictions and counties. A light breakfast and lunch will be served.
There is no charge to attend this class.

Course content includes:
• An overview of All-hazards, Weapons of Mass Destruction (WMD), terrorists, terrorism, and other threats to a local jail.
• Identify terrorists and other criminal agents in a community/jurisdiction.
• Sources of information from outside and inside the facility.
• Identification of security weaknesses in a jail and how to address them before an incident occurs.
• Developing and maintaining a detailed jail evacuation plan.
• The benefits of testing a plan through various levels of exercises, including a full scale evacuation drill.
• Development of a plan required to move the inmate population back to the secure confines of the jail.
• Identifying mutual aid partners and other key resources
• Assisting with decontamination efforts if necessary
• Finding appropriate remote site(s).
• Functions of the jail that should be re-established at the new site.
• A small group exercise, designed to give participants an idea of the pressures and time constraints that they may face. This segment includes a 10 minute video of an actual jail evacuation exercise.
• Debriefing all evacuation participants, including the inmates.
• Paperwork related to reimbursement from state or federal governments, and to potential litigation.
